A federal judge dismissed a lawsuit by several low-income residents alleging housing discrimination by Encinitas, Calif., developers, real estate and mortgage brokers and “shell companies.”
The lawsuit alleged violations of the Fair Housing Act and sought damages, declaratory and injunctive relief from the city of Encinitas and 13 other defendants.
